How did The bacterial flagellum evolve?

It seems to be a problem for evolution as a theory, but evolution is also physics, and the flagella does match some of the physics of a snowflake. So I would look at the snowflake as a form of inspiration towards making a flagellum, particularly a rare column cap 3D snowflake with pillars... but the question still remains open for a more detailed explanation.
