People are saying that he meant we didn't go back to the moon, but personally I think that he wanted to admit that we never went to the Moon even if his admission is hidden slightly in some vague wording of the subject.
He said "We didn't go there."
So I'm accepting those words with their literal meaning, and not going to justify them with some ideas that reverse their context.
We never went to the moon.
