Black holes 'create' the gas, blow it out, and cycle it. Particles are quantum holes that are quantized black holes. Like when you whoosh your hand around in washing up liquid. The soap bubbles start off big, you whoosh your hand around, and they become a tiny froth. Space froth doesn't stick however, it has spin that makes it super slippery. That is how a black hole creates a galaxy.
