Twins are genetically identical but do not occupy the same place in the womb, so I would say genetics combined with the forces that apply to those genetic traits. For example I have gravity collisions making magnetism, and that requires a hole for gravity to collide inside which has a fractal pointing towards it. So genetically the twins could share the same fractal, but not necessarily share the same gravity collisions if positioned differently inside the womb... a bit like the moon altering the tide, the position inside the womb alters the physics.
