In my version of physics electricity is the propagation of gravity into quantum holes which rotate a Y axis to create pathways from point to point. The electron is a hole that can hold gravity in place like a water wheel, and gravity is a super-liquid. So using that as a basis you can maybe say that the eel contains the quantum holes to propagate electricity between points of a rotated Y axis. The holes keep the eel safe, because the propagation is continuous, and unblocked, but blockages cause the damage in other animals a bit like a hose pipe that is blocked causes a swelling in the pipe, and a mini-explosion.
